Knowing what time it is is not sufficient for finding the timezone. Two timezones may have the same time during the winter, but different times during the winter due to daylight saving time. Some zones do not observe DST, while others adjust the clock at different times (it is winter in the northern hemisphere when it is summer in the southern). But in the rare event that you are only interested in the timezone offset for the present day, the mentioned approach is fine. Timezones are terribly complex.
